The inner workings of Elon Musk's mind continue to intrigue us all, as the world's richest man has been snapped with a 'top secret' notepad at President Donald Trump's latest cabinet meeting. Despite not being elected into office, Musk's role as head of the Department of Government Efficiency marks him as a 'special government employee'. More than this, his closeness to the POTUS has seen him take on the unofficial moniker of 'First Buddy'.
While some think Elon Musk and Donald Trump will eventually come to political blows, the pair are still representing a united front, with the world's richest man attending the latest cabinet meeting that included some of the most important names in American politics.

We previously saw Musk go viral thanks to a cabinet meeting when Secretary of Transportation Sean Duffy seemed to pass him a note downplaying the rumors of a behind-the-scenes feud. This time, Musk has been snapped with an ominous note that says 'top secret'.
Whereas the others in the room are given places with their names and titles, Musk's name card simply says 'Elon Musk', which has led to some complaints that he's being made to feel more important than others like Vice President JD Vance.
Leaning further into Musk's own 'I am become meme', he's now been spotted with a notepad that's simply scrawled with the phrase 'top secret'. The internet is alive with theories on what this means. Could it be Musk's secret plan to save the economy after Trump's tariffs decimated the stock market, or what if it's more secret plans for taking on China?
Musk is no stranger to conspiracy theories, joining President Trump in claiming that there's no gold left in Fort Knox. He's also been called out by his own Grok chatbot for spreading misinformation, but now, it seems the divisive owner of X is having a little fun with us.

Given what happened with the Duffy note, and knowing that the eyes of the world are on these cabinet meetings, Musk knows exactly what he’s doing. Having underlined 'top secret' and putting a series of exclamation marks next to it, it's clear the tech mogul is mocking us while waiting for the inevitable headlines at Musk sharing 'top secret' plans in a cabinet meeting.
Then again, in the aftermath of the disastrous Signal group chat leak, now might not be the time to be making jokes.

Taking to X, one person wrote: "Elon knows the games the media plays, so he decided to mess with them at the cabinet meeting by writing "Top Secret" on his note pad, knowing they would be snapping pics of his notes / phone. 😂"
Another added: "Elon is such a troll and I love him for it 😂."
Not everyone is impressed, as a third concluded: "This individual needs to take a serious approach when it comes cabinet. His current behavior, such as constantly carrying his son around, seems like another joke, and it undermines the gravity and professionalism required for such important responsibilities."
Whether an amusing joke that trolls us at our own expense or a badly timed one at a time of grave importance, Musk gets the last laugh with this one.
